Everyone knows the rules of a pedestrian crossing. Or at least they think they know them. And everyone knows a lot of sayings about pedestrians, such as: "there are two types of pedestrians...", "pedestrians are more confident in my brakes than I am" and the like. But neither pedestrians nor drivers follow these rules. That is why terrible cases happen, sometimes fatal.


Let's consider how this process (pedestrians crossing the road and cars crossing the pedestrian crossing) should take place from the point of view of traffic rules. But before that, we would like to remind you: dear pedestrians, remember that you are full participants in road traffic, so please follow the traffic rules! And also remember that you also have responsibilities .

 

 

How a pedestrian should cross the road

When crossing the road at a pedestrian crossing, before starting to drive, you must make sure that nothing threatens your safety (Clause 4.14 a), b) ) and (Clause 4.10 of the traffic rules). See how beautiful this world is: first look to the left, then to the right. And when you are sure that nothing threatens your safety, cross the road. Observance of this rule separates you and those around you from nerves, possible physical injuries or loss of life.
You should not suddenly run to the crossing. Most pedestrians have a rule: "This is a crosswalk, the driver must stop and that's it, I'M GOING." Unfortunately, the scenario may be as follows: the driver did not have time, did not see, the brakes did not work, etc.


Special attention should be paid to the dark time of the day. Now, fortunately, pedestrian crossings have begun to be illuminated, but far from all and far from always. Therefore, if you are dressed in dark pants and a dark jacket, you simply cannot be seen at night. Therefore, if you often have to cross the road on a pedestrian that is not illuminated, make sure that your clothes have reflectors. For example, reflective tape is sold in every second textile store. Therefore, raising the probability of survival in the harsh urban jungle is not so difficult. Moreover, the Cabinet of Ministers obliged pedestrians to use reflective elements in the dark. In addition, they must be on children's clothes.

 

 

If it so happened that it is not possible to buy a tape, and you are already at a pedestrian crossing, and it is dark around, you need to turn on the flashlight on your phone and point it in the direction from which cars are moving. Make sure that there is a reaction from the driver in the form of braking and a complete stop of the car, and only then start moving without turning off the flashlight until the end of the lane transition.

 

 

What is a pedestrian crossing?

So. A pedestrian crossing is a section of the carriageway or an engineering structure in the form of an above-ground or underground pedestrian crossing, intended for the movement of pedestrians across the road. According to the Traffic Rules, pedestrian crossings are indicated by Road signs 5.38.1 - 5.41.2, but we mention only the signs intended for crossing the roadway.

 

5.38.1, 5.38.2 "Pedestrian crossing"

Sign 5.38.1 is installed to the right of the road at the near border of the transition, and sign 5.38.2 is placed to the left of the road at the far border of the transition.

This sign is used to indicate places intended for the organized passage of pedestrians across the roadway. The sign is installed to the right of the road at the near border of the crossing.

 

5.39 "Diagonal pedestrian crossing"

It is used only at regulated intersections (at which the traffic light signal is not switched to the yellow flashing mode), where diagonal crossing is allowed.

The "zebra" marking is presented in three variants in the traffic rules:

This marking is used in conjunction with the "Pedestrian Crossing" signs. When passing through such a pedestrian crossing, the driver is obliged to let pedestrians who are already crossing the roadway or have just stepped on it to cross. "Zebra" with alternating red and white stripes (Marking 1.14.2) indicates a pedestrian crossing with an increased probability of road accidents. A "zebra" with applied red stripes perpendicular to the zebra stripes (Marking 1.14.3) denotes a pedestrian crossing, which is often used by blind pedestrians. But it should be remembered that the marking is an auxiliary means of traffic regulation. The main thing is signs. The markup only emphasizes their requirements. Marking is far from always present and not always visible.

 

Pedestrian traffic lights

 

Duties and rights of pedestrians are prescribed in section 4 of the traffic rules, and non-observance of these rules can be read in part 1 of Art. 127 of the Code of Ukraine on administrative offenses. But, if you don't care at all about the warnings and fines prescribed by law, then at least think about yourself and your plans for tomorrow. Because, if some "unfortunate driver" hits you at a pedestrian crossing... Yes, he will also be in trouble, but you will probably have to cancel your plans for tomorrow in the best case, and in the worst case for the rest of your life. Therefore, be careful, follow the traffic rules, and most importantly, teach children these rules not by words, but by your example.
And by the way, a pedestrian has the right to demand from executive authorities the creation of conditions to ensure road safety. Therefore, everyone can make their life and the lives of their loved ones a little safer.

 

Of course, it is possible to say a lot about the fact that our roads, markings on them, signs, or the lack of them, are not adapted for the convenience of either one or other road users, and so on. But it's better to wipe the dirt off and get to work, because the legislation clearly states. A pedestrian has the right to demand from executive authorities, owners of highways, streets and railway crossings to create conditions to ensure road traffic safety ( Clause 4.16 b) )

And also, there are a huge number of pedestrian crossings right around the turn (so the driver simply cannot see whether there are pedestrians there or not), right after the ring and in general in strange and incomprehensible places. But that is why we must be attentive and tolerant of all road users. And this rule applies to both pedestrians and drivers.

 

 

Duties and rights of pedestrians

 

4.1 Pedestrians should move on sidewalks and footpaths, keeping to the right side.

If there are no sidewalks, pedestrian paths, or it is impossible to move along them, pedestrians can move along bicycle paths, keeping to the right side and not obstructing the movement of bicycles, or in one row along the side of the road, keeping as far to the right as possible, and in case of its absence or impossibility to move along it, on the edge of the carriageway towards the movement of vehicles. At the same time, one should be careful and not disturb other road users.

 

4.2 Pedestrians who carry bulky objects or persons who move in wheelchairs without a motor, drive a motorcycle, bicycle or moped, carry a sled, cart, etc., if their movement on sidewalks, pedestrian or bicycle paths or sidewalks creates obstacles for other road users, can move along the edge of the carriageway in one row.

 

4.3 Outside the population centers, pedestrians who move along the side or the edge of the carriageway must go to meet the traffic of vehicles.

Persons moving along the curb or edge of the carriageway in non-motorized wheelchairs, driving a motorcycle, moped or bicycle must move in the direction of traffic.

 

4.4 In the dark and in conditions of insufficient visibility, pedestrians moving on the roadway or on the side of the road must use reflective elements (tape, sticker, vest, etc.) or wear clothing that has reflective elements (amended on 11.11.2020).

 

4.5 The movement of organized groups of people on the road is allowed only in the direction of movement of vehicles in a column of no more than four people in a row, provided that the column does not occupy more than half of the width of the carriageway in one direction of traffic. In front and behind the column at a distance of 10-15 m on the left side, there should be escorts with red flags, and in the dark and in conditions of insufficient visibility - with lighted lanterns: in front - white, behind - red.

 

4.6 Organized groups of children are allowed to drive only on sidewalks and footpaths, and when there are none, on the side of the road in the direction of traffic in a column, but only in daylight and only accompanied by adults.

 

4.7 Pedestrians must cross the carriageway on pedestrian crossings, including underground and above-ground ones, and in their absence - at intersections along the lines of sidewalks or roadsides.

 

4.8 If there is no transition or intersection in the visibility zone, and the road has no more than three lanes of traffic for both its directions, it is allowed to cross it at right angles to the edge of the carriageway in places where the road is clearly visible in both directions, and only after the pedestrian will make sure that there is no danger.

 

4.9 In places where traffic is regulated, pedestrians must be guided by the signals of the regulator or traffic lights.

In such places, pedestrians who did not have time to finish crossing the carriageway of the road in one direction must be on the safety island or the line separating the traffic flows of opposite directions, or in the absence of them - in the middle of the carriageway and can continue crossing only when it is will be allowed by the corresponding traffic light or regulator signal and will be convinced of the safety of further movement.

 

4.10 Before entering the carriageway from behind parked vehicles and any objects that limit visibility, pedestrians must make sure that there are no approaching vehicles.

 

4.11 Pedestrians must wait for the vehicle on sidewalks, landing platforms, and if they are not available, on the side of the road, without creating obstacles for traffic.

 

4.12 At tram stops that are not equipped with landing platforms, pedestrians are allowed to enter the carriageway only from the side of the door and only after the tram has stopped.

After getting off the tram, you must leave the carriageway without delay.

 

4.13 In the event of the approach of a vehicle with a red and (or) blue flashing beacon on and (or) a special sound signal, pedestrians must refrain from crossing the carriageway or leave it immediately.

 

4.14 Pedestrians are prohibited from:

a) Enter the carriageway without making sure that there is no danger for yourself and other road users;

b) suddenly leave, run out onto the roadway, including a pedestrian crossing;

c) allow independent, unsupervised access of preschool children to the roadway;

d) cross the carriageway outside the pedestrian crossing, if there is a dividing lane or the road has four or more lanes for movement in both directions, as well as in places where a fence is installed;

e) delay and stop on the roadway, if it is not related to ensuring road traffic safety;

e) move along the highway or road for cars, with the exception of footpaths, parking and rest areas.

 

4.15 If a pedestrian is involved in a traffic accident, he must provide possible assistance to the victims, write down the names and addresses of eyewitnesses, notify the body or authorized unit of the National Police about the accident, the necessary personal data and stay at the scene until the arrival of the police.

 

4.16 A pedestrian has the right to:

a) to give priority when crossing the carriageway with marked non-regulated pedestrian crossings, as well as regulated crossings if there is a corresponding signal of a regulator or traffic light;

b) demand from executive authorities, owners of highways, streets and railway crossings to create conditions to ensure road traffic safety.

 

4.17 Persons using wheelchairs have the right to:

a) move on sidewalks, pedestrian or bicycle paths at the speed of a pedestrian;
b) move along the edge of the carriageway, street or roadside.

4.18 Persons moving in wheelchairs at the speed of a pedestrian on sidewalks, pedestrian or bicycle paths have the right to preferentially cross the carriageway at marked pedestrian crossings. During movement, they must comply with the requirements of these Rules, which relate to the responsibilities of pedestrians and do not conflict with the requirements of this section.

4.19 People who move in wheelchairs on the edge of the carriageway of the road, street or on the side of the road must move in the direction of traffic in the rightmost lane, left turns and U-turns are allowed on roads with one lane for traffic in each direction and without a tram track in the middle . While driving, they must comply with the requirements of these Rules, which relate to the duties of cyclists and do not conflict with the requirements of this section.

4.20 Persons using wheelchairs must:

a) use technically functional and properly equipped wheelchairs;
b) not to transport cargo that interferes with driving;

c) do not tow trailers;

d) not carry passengers.

4.21 Wheelchairs must be equipped with reflective devices, and when driving in the dark at the edge of the carriageway, street or on the side of the road, with external lighting devices.

Dear drivers, a pedestrian is not an obstacle, it is a road user just like you.

 

Stop and parking. Few drivers remember that stopping and parking are prohibited 10 m before and after a pedestrian crossing (Clause 15.9). It often happens that you park in front of a pedestrian crossing and go to work, for coffee, on important business, .... , and your car is standing and getting in the way. Whom? 1. Pedestrians who do not see cars moving on the road behind her. 2. To drivers who do not see pedestrians who have already started to cross the road. And by the way, you can't park on a pedestrian crossing either. We are sure that you do not do that. They just reminded me just in case)))
If a car in front of your car or in the adjacent lane slows down or stops before an unregulated pedestrian crossing, there are most likely people crossing the road. And this means that you should also slow down or stop (Clause 18.4). And in no case do not overtake!!!
And also, there is a rule that says that you should not go to the crossing if there is a traffic jam behind it and you have to stop at the crossing (Clause 16.4). At the moment when you do this, you think that pedestrians can pass, but not all of them can pass you. There are people with inclusiveness who simply will not be able to get around your vehicle with their wheelchair. There are still young mothers with strollers and they often have to cross the road too. They are not infrequently faced with the injustice of life, namely, cars parked on the sidewalks in such a way that a stroller cannot pass, or cars parked before exiting the sidewalks... Therefore, your car in the middle of a pedestrian crossing will not cause them great admiration either.

 

 

Warning Sign 1.32 "Pedestrian Crossing"

It informs about approaching an unregulated pedestrian crossing marked by appropriate road signs or road markings. And it also means that you should be more careful and not add gas, because there will be a pedestrian crossing 50-100 m away (in a populated area). On which a pedestrian may appear who wants to cross the road and it is on this section of the road that he has the right of way ( Clause 4.16 a) of the Traffic Rules).
